CEO opening remarks

Recent NI 50th Anniversary events have reminded us of the global and yet powerful regional influence of the maritime and shipping communities.
 In British Columbia, Canada, the focus was on the Arctic regions and the importance of international collaboration if vessels are to operate safely.  This event shone a spotlight on improvements and developments in ice-charting and forecasting as well as other operational issues.
 One key insight was provided by a live abandonment exercise of personnel onto the ice.  The lessons learned will offer real improvements in our ability to respond to shipboard emergencies in such remote areas.
 In San Francisco the importance of the merchant marine as a strategic support to national policies was examined.  The capability of merchant shipping to provide economic and defence-related security was an underpinning theme to the conference.  While in the city, we were able to join a ceremony in which World War 2 veterans from the merchant marine were recognised for their commitment and sacrifices.
Next we head for one of the key global centres for shipping in Greece where we will attend Posidonia.  A small commemorative reception will be held to mark our 50 years and we will take the opportunity to conduct important mariner surveys to guide our future initiatives.  We will be in Posidonia from 6th to 10th June - visit us on stand 1.221 /8.

Free online - A new era in on board safety

Smart Ship technologies and the Internet of Things (IOT) could usher in a new era of on board safety, says Captain Ian Read, in this month's free article from Seaways. Over the years, shipping has relied heavily on administrative procedures to address human element factors, but this approach has had diminishing returns. Now, smart technology and wearables could provide an overview of crew location and working hours in real time to create a smarter Control of Work methodology and improve safety on the ground. This approach is known as Digitalisation of Behavioural Based Safety.

In Seaways this month

The Nautical Institute's President, Jillian Carson-Jackson FNI, looks back on an unusual and uniquely challenging two years as President; at the changes that have been instituted, and what is yet to come. Henk Hensen explores how vessels can manoeuvre without tugs, both in normal port situations where tugs are unavailable, and under emergency conditions. Detailed descriptions of potential manoeuvres, safety considerations and a discussion on bow usage and design complete an in-depth article. Jeff Parfitt FNI reflects on the successful introduction of the UK's fishing vessel safety scheme, backed by the NI, which has resulted in the development and launch of a new auditor training scheme, and lays out what comes next. Michael Lloyd FNI continues the debate on pilot safety with a call for a look at the surrounding circumstances. Our regular IMO update looks at changes coming from the Pollution Prevention and Response Committee. Ahead of the AGM event in Plymouth, the Annual Report provides a round-up of NI activity throughout the year.

Port to port plan off point

Good planning is key to successful pilotage and Master/Pilot Exchange (MPX)  – but it is important to be alert to changes in circumstance that do not match the plan.

In good weather and in darkness, a tanker took on two pilots for port entry in the early morning hours (03:00). According to reports, there was a perfunctory Master/Pilot exchange after which one of the pilots took the con. The inbound passage plan had been prepared by the crew and the ECDIS charts marked with ‘No Go’ areas and parallel indexing. However, the actual pilot boarding area was not the same as the one detailed in the original plan. The vessel was not on the planned route –it was significantly to the east of the leading lights that indicated the safe entry course.

The Navigator tackles a perennial problem

The Nautical Institute's free magazine The Navigator offers advice on how to spot signs of fatigue in yourself and others and some suggestions for mitigation.

This is not just a personal issue but a systemic one, and The Nautical Institute takes the opportunity to call for change at every level. "Manning levels need to be equal to work load, this might mean sending support personnel to certain ports or even adding an additional officer full time. Decent food and access to exercise needs to be provided and crews trained in both the risks and mitigation techniques." writes David Patraiko in the introduction.

Winch won't stop

A safety alert from the US Coast Guard highlights a potential danger with boat recovery. A rescue boat was being recovered after normal deployment and maintenance. When the davit operator tried to stop the winch, the hoist button, emergency stop and limit switch circuits all failed to stop the winch from hoisting. Fortunately, personnel were able to disconnect the electrical power via the 480V main breaker before the boat hit the davit, avoiding serious damages and injury to personnel.

Short courses - Behavioural competency assessor

Course date: 20 - 24 June 2022
Location: Online - Zoom
The Nautical Institute’s Competency Assessor course has been designed to provide industry guidance for participants and offers support and direction to participants who carry out assessments onboard vessels under voyage conditions.
Who is the course aimed at? 
It is recommended that participants have experience in senior management on board ships or office staff ashore performing onboard assessments.
Applications will also be considered from applicants who can demonstrate an equivalent level of professional service/experience in the maritime sector.
